Together with business partner Mr. Donald R. Garvey, Mr. Wilsey has founded and managed several successful ventures including PCSI and Safe Passage. While at Safe Passage Mr. Wilsey developed a world-wide aviation security based training company from conceptualization to an international business, with principal offices in Rochester, New York; London, UK; Hong Kong and agencies in South Africa, Sweden, Singapore, Australia and Israel. Safe Passage provided airport security analysis and computer-based training through simulation for all major airport security equipment providers. By 1998, when Mr. Wilsey sold his interests in Safe Passage, 90% of the world's busiest airports used Safe Passage CBT for security training. An MIT (Volpe) study cited Safe Passage methods as the way CBT should be produced. As president of Safe Passage, Mr. Wilsey severed as a member of the International Air Transport Association (IATA) and Air Transport Association (ATA) Security Committees as a Registered Supplier, and was a member of numerous organizations including, American Association of Airport Executives (AAAE) and American Society of Industrial Security (ASIS).

Mr. Wilsey served 20 years with distinction and retired as a Captain from the Monroe County Sheriff's Department in Rochester, New York. In the early 70's he developed and led a team responsible for a unique concept in crime prevention. This concept was one of the first to use a multi-faceted computerized approach to reducing crime rates. By targeting know offenders, predicting trends, site hardening and enlisting community involvement, the approach received national recognition and became a model for what is now know as Neighborhood Watch.

Mr. Wilsey holds a degree in Criminal Justice from the University of Rochester. He is a graduate of the Cornell University School of Industrial and Labor Relations and a graduate of Northwestern University's Traffic Institute, Management of Training and Curriculum Development Program. Currently, Mr. Wilsey is a member of the Board of Trustees of the prestigious Visual Studies Workshop (VSW), a research and learning center involved in the studies of modes of visual communications and image transmission. VSW is an affiliate of the State University of New York (SUNY) and administers Masters Degree programs for the State University of New York at Brockport.
